Clēnera Signs Major PPA with APS for 600MW Solar-Storage Project in Arizona

Clēnera, the U.S. subsidiary of Enlight Renewable Energy, has signed a 20-year power purchase agreement (PPA) with Arizona Public Service (APS) for its Snowflake A solar-plus-storage project in northeast Arizona.


This project, located near Holbrook, is set to feature 600MW of solar generation capacity paired with 1,900MWh of energy storage, contributing significantly to Arizona’s renewable energy landscape.


Currently in development, Snowflake A is expected to achieve ready-to-build (RTB) status by the third quarter of 2025 and to begin commercial operations by mid-2027. Upon completion, APS will purchase both the solar and storage capacity under a fixed-price agreement.


Notably, Clēnera has the flexibility to terminate the PPA without substantial termination costs if required permits are not secured by March 2025.


Highlighting the importance of this milestone, Clēnera CEO Adam Pishl remarked, “This is a major step forward for Clēnera and Enlight in Arizona. Years of collaboration with local and state regulators have allowed us to design a project well-suited to the region, maximizing land use and delivering long-term benefits for the area.”


Following Snowflake A’s initial phase, Clēnera is also developing a second phase at the site, aiming to add another 650MW of solar capacity and 2,100MWh of energy storage, although a timeline for this expansion has yet to be announced.


This announcement comes as Enlight progresses on three additional U.S. projects, as well as its 364MW Atrisco solar-plus-storage project in New Mexico, which recently commenced under a PPA with the Public Service Company of New Mexico (PNM).


In related news, Ørsted and Salt River Project (SRP) announced last month that their Eleven Mile Solar Center, now Arizona’s largest operational solar-plus-storage facility, has achieved commercial operation.


With Arizona accounting for 23% of new U.S. storage capacity additions in the second quarter of this year—behind only California—the state continues to solidify its role as a leader in energy storage advancements, according to Wood Mackenzie data.
