
Vietnam’s Ministry of Industry and Trade has approved a revised price framework for importing electricity from Laos, which sets new rates for hydropower and wind power imports.
Under the updated agreement, the maximum price for electricity from hydropower plants will be $0.0678/kWh, while wind power will be capped at $0.0640/kWh. Both figures are reductions from the previous rate of $0.0695/kWh and are also lower than the retail prices established by the state-owned utility, Vietnam Electricity Group (VND).
This new pricing framework will apply to plants that commence commercial operations between Dec. 31, 2025, and Dec. 31, 2030. VND will use these updated prices to negotiate electricity purchase and sales agreements with power generation units. The utility is also responsible for tracking price changes and reporting back to the ministry.
Vietnam has been importing electricity from Laos since 2016, though solar power imports are not yet included in the country's energy import policies. In September, the Vietnamese government introduced plans for a new net-metering scheme to support rooftop solar installations. By the end of 2023, the country had installed over 17 GW of solar capacity.
