Thorcon Secures Indonesia’s First Nuclear Project Approval

Singapore-based Thorcon International has achieved a significant milestone by becoming the first company to receive regulatory approval for a nuclear power project in Indonesia.
The approval, granted by Indonesian nuclear regulatory agency BAPETEN, covers the site evaluation plan and site evaluation management system plan for the Kelasa site. This marks the successful completion of the initial phase of Thorcon’s licensing process in the country.
Indonesia, which announced plans in May to develop 10 GW of nuclear power capacity by 2040, still relies heavily on coal for electricity. Thorcon’s project aligns with the national push for cleaner, more sustainable energy sources.
“We see huge potential for nuclear energy in Indonesia,” said Kun Chen, Chief Nuclear Officer at Thorcon. “That’s why we’ve built a domestic team focused entirely on nuclear development and licensing. We’re the first—and so far the only—company to do this in Indonesia.”
Thorcon’s licensing application was largely handled by its Indonesian subsidiary, PT Thorcon Power Indonesia, along with local contractors. Importantly, the entire review and approval process was conducted by Indonesian regulators.
Next steps for the Kelasa project include securing the site license and design approval. Construction is slated to begin in 2027, with the plant expected to begin generating electricity by 2031. Once operational, it will supply power to Bangka Belitung Province.
