100 GW of Solar by 2031? The Real Test Is Whether Indonesia Can Break PLN’s Coal Lock-In

Indonesia has set an ambitious target to build 100 GW of solar power, but delivering it within the next five years would require far more than adding solar capacity.
The pledge was made by President Prabowo Subianto on March 11, 2026, during the first anniversary of Danantara Indonesia, the country’s sovereign investment agency.
The scale of the ambition is significant.
Indonesia currently gets only around 15.8% of its primary energy from renewables, while solar contributes less than 1% of total energy consumption.
Meanwhile, coal remains deeply embedded in the country's electricity system.

☀️ 100 GW Is Technically Possible — But Institutionally Difficult
Indonesia has enormous renewable energy potential.
Research cited by the Australian National University estimates around:
180,000 TWh/year
of potential offshore floating solar resources alone.
The country also has around:
800 TWh
of pumped-hydro storage potential.
Combined with rapidly falling solar technology costs, these resources indicate that a largely renewable electricity system is technically achievable.
The challenge is therefore not simply whether Indonesia has enough renewable resources.
It is whether the country's electricity market can actually deploy them at scale.
⚠️ PLN Remains the Biggest Structural Bottleneck
Indonesia's state electricity company PLN maintains a monopoly over electricity distribution and operates under government-controlled electricity pricing.
At the same time, PLN remains locked into long-term coal power purchase agreements, creating an oversupply of coal-fired generation that could persist until around 2030.
This creates a difficult investment environment for solar.
Even under the most ambitious scenario in Indonesia's 2025–2034 Electricity Supply Business Plan, renewables are projected to account for only around:
10% of electricity consumption by 2034
That is dramatically below the scale implied by a 100 GW solar ambition.
💰 Danantara Could Become the Missing Investment Lever
This is where Danantara becomes particularly important.
In March 2026, the sovereign investment agency announced:
US$1.4 billion
for solar development
However, details surrounding the investment plan remain limited.
The larger opportunity could be using Danantara not simply as a project financier, but as a mechanism to restructure the underlying electricity system.
Potential areas include:
Financing early coal-plant retirement
Scaling solar project investment
Modernising the electricity grid
Developing island-to-island transmission
Supporting large-scale renewable infrastructure
Restructuring PLN's investment priorities
The key question is whether Danantara will be given enough authority to influence PLN's coal liabilities and investment decisions.
🔥 The Real Question Behind Indonesia’s 100 GW Pledge
Indonesia's solar challenge is therefore not primarily a technology problem.
It is a market structure, financing and governance problem.
Solar module costs have already fallen dramatically, while Indonesia possesses enormous solar and storage potential.
But as long as:
Coal PPAs + Fossil-fuel subsidies + PLN's monopoly + controlled electricity pricing
remain largely unchanged, solar deployment could continue to move much more slowly than the country's resource potential suggests.
Danantara could potentially become the mechanism that changes this equation.
But the agency is still young, and its relationship with PLN remains unclear.
The most important signal to watch may therefore not be another solar investment announcement.
It will be whether Danantara begins addressing PLN's coal liabilities and electricity-market structure.
