Approval Secured for 100 MW Ekienea Solar Project in the Basque Country

Iberdrola, in partnership with the Basque Energy Agency (EVE), the Provincial Council of Álava, and Krean (part of the Mondragón Group), is spearheading the largest photovoltaic project in the Basque Country to date. This project, known as the Ekienea photovoltaic park, is located in Lacorzana, within the municipality of Armiñón in Álava.

In January 2024, the final approval for the Special Plan governing this project was published in the Official Gazette of the Historical Territory of Álava (BOTHA). The project is being promoted by a public-private partnership under the company Ekienea, which includes Eólicas de Euskadi (Iberdrola), the Basque Energy Agency (Basque Government), Enargi Araba (Provincial Council of Álava), and LKS Krean through LKS Energy Berri SL (Mondragon Group).


The Ekienea photovoltaic park, with a capacity of 100 MW, will be the largest solar plant in the Basque Country. Located in Lacorzana, an area recognized for having the best solar resources in the region, the project also benefits from favorable topographical characteristics and sufficient land for its implementation. The project spans 200 hectares, half of which will house the photovoltaic plant, while the other half will be dedicated to environmental compensation and the preservation of forested areas.


The planning process for the Special Plan began in 2020 and included an Ordinary Strategic Environmental Assessment. The project incorporates various corrective and compensatory measures outlined in the Strategic Environmental Study. These measures include an agricultural project to compensate for the use of high-value agricultural land, an archaeological study to protect areas of archaeological significance, and fauna studies that include the creation of ponds for amphibians. Additionally, the project includes a comprehensive environmental restoration proposal, which envisions creating a naturalized strip to serve as an ecological corridor between the Lacorzana lagoon and the banks of the Zadorra river.
