Bac Ninh Launches Up to VND 6 Million Subsidy for Residential Rooftop Solar and Battery Storage

Vietnam’s Bac Ninh Province has introduced a new financial support policy to encourage households to adopt self-produced and self-consumed rooftop solar photovoltaic (PV) systems combined with battery energy storage systems (BESS), providing eligible households with subsidies of up to VND 6 million.
The policy was issued under Resolution No. 21/2026/NQ-HDND adopted by the People’s Council of Bac Ninh Province on 16 July 2026, establishing financial support measures for residential rooftop solar and energy storage installations during the 2026–2030 period.

According to the resolution, detached-house households in Bac Ninh Province that install eligible self-produced and self-consumed rooftop solar systems can receive financial assistance after meeting the required conditions. The support applies to both rooftop solar installations and battery energy storage systems installed alongside photovoltaic systems.
To qualify for the subsidy, residential rooftop solar systems must have a minimum installed photovoltaic panel capacity of 1 kWp, excluding battery storage capacity. For households installing battery energy storage systems together with rooftop solar, the battery system must have a minimum storage capacity of 2 kWh.
In addition to technical requirements, households must complete relevant registration or notification procedures for the development of self-produced and self-consumed rooftop solar systems in accordance with regulations. Beneficiaries are also required to operate and use the installed systems for their intended purpose for at least three years from the date of receiving financial support.
The policy also requires households to ensure compliance with regulations related to electrical safety, fire prevention and firefighting, structural safety, environmental protection, and equipment management after the end of system operation. Furthermore, rooftop solar systems must be completed and commissioned after the resolution officially takes effect.
Under the subsidy mechanism, eligible households installing rooftop solar systems without battery storage will receive support of VND 1 million per 1 kWp of installed PV capacity, with the total subsidy capped at VND 3 million.
For households that install battery energy storage systems together with rooftop solar, an additional subsidy of VND 1 million per 1 kWh of battery storage capacity will be provided, subject to a maximum additional support amount of VND 3 million. The combined financial assistance for rooftop solar and battery storage installations cannot exceed VND 6 million per household.
Each detached house identified through its land-use rights and attached asset ownership certificate will be eligible to receive financial support only once during the validity period of the resolution.
The resolution officially takes effect on 1 August 2026 and will remain valid until 31 December 2030. The introduction of the subsidy programme highlights Bac Ninh’s efforts to accelerate distributed renewable energy adoption at the residential level. By supporting both rooftop solar generation and battery storage deployment, the province aims to encourage greater self-consumption of clean electricity, improve household energy resilience and contribute to Vietnam’s broader renewable energy transition.
