The EU is moving forward with a new proposal to amend Regulation (EU) 2019/943, aimed at reducing electricity system costs while accelerating electrification and digitalisation.

The proposal was formally presented by the European Commission on 17 July 2026, and is now being discussed within the Council’s Working Party on Energy. The latest meetings on September 1 and September 3 include the proposal in their related documents.
At the core of the proposal is a broader effort to make Europe’s electricity system more efficient, flexible and resilient, while reducing the structural costs faced by consumers and businesses.
