Indonesia Looks to Climate Finance to Unlock 100 GW Solar Ambition

Indonesia is turning to international climate finance and private capital to help transform its 100 GW solar ambition into investable projects, as the government seeks to reduce diesel dependence while easing pressure on public finances.
According to figures presented by Indonesia’s Ministry of Finance during Indonesia Sustainable Energy Week (ISEW) 2026, the planned 100 GW solar program could save around Rp21.24 trillion in diesel costs, contribute approximately Rp112.4 trillion to regional GDP, and create an estimated 118,000 green jobs.
The program could also avoid around 24.3 million tonnes of CO₂-equivalent emissions by replacing diesel generation with solar and battery energy storage systems, particularly in remote areas where fuel-based power generation remains costly.
Financing Gap Creates a Major Challenge
The economic potential of the solar program comes as Indonesia faces a significant financing gap in its broader energy transition.
The Ministry of Finance estimates that average annual central-government climate spending reached around Rp73.5 trillion between 2018 and 2024, equivalent to approximately 3% of the state budget.
However, only 12.9% of estimated mitigation financing needs were covered by the state budget, highlighting the need to mobilise international and private capital.
The Green Climate Fund (GCF) is among the international financing mechanisms supporting Indonesia’s transition. As of August 2026, Indonesia’s GCF portfolio comprised 22 projects, with approximately US$612 million allocated to projects involving Indonesia and another US$2.4 billion in co-financing mobilised alongside the fund.
The government sees international climate finance as catalytic capital, rather than a replacement for commercial investment. Other potential sources include multilateral development banks, international financial institutions, private investors, sustainable lending, capital markets, carbon markets and state-owned enterprises.
Solar Plus Storage Gains Momentum
Battery energy storage is expected to play an increasingly important role in Indonesia’s solar expansion.
Solar PV combined with battery storage is already becoming competitive with standalone diesel generation in several parts of Indonesia, particularly in remote and island communities where fuel transportation and diesel operating costs remain high.
The combination of solar PV + BESS could help reduce diesel consumption, improve energy security and lower electricity costs while supporting Indonesia’s broader decarbonisation goals.
Opportunities Across the Renewable Energy Value Chain
The 100 GW solar ambition could generate opportunities beyond power generation, including:
Solar PV manufacturing and deployment
Battery energy storage systems
Engineering, procurement and construction (EPC)
Operations and maintenance
Grid and transmission infrastructure
Renewable energy project financing
Climate finance and blended finance
The key challenge now is turning Indonesia’s ambitious capacity target into bankable projects.
As the government seeks to mobilise capital beyond the state budget, the ability to combine climate finance with private investment could determine how quickly Indonesia’s 100 GW solar ambition becomes reality.
For Indonesia, the next stage of the energy transition may therefore depend not only on how much solar capacity the country plans to build, but on how effectively it can use climate finance to unlock the private capital needed to build it.
