Malaysia Launches RM150 Million Residential Solar Rebate Program to Accelerate Rooftop PV Adoption



Ministry of Energy Transition and Water Transformation has launched a RM150 million residential rooftop solar incentive program, named SuRIA Home (Sustainable Rebate & Incentive Assistance), marking a significant policy step to accelerate distributed solar adoption across Malaysia and reduce long-term household electricity costs.


The program is designed to support up to 250 MW of residential solar capacity and will operate under a limited allocation framework. It introduces a structured rebate mechanism of RM600 per kWac installed, with a maximum rebate cap of RM3,000 per household, effectively targeting typical residential systems of around 5 kWac.


According to Ministry of Energy Transition and Water Transformation, the initiative is intended to strengthen household energy resilience amid global energy market volatility while supporting Malaysia’s broader transition toward a more decentralized and low-carbon electricity system. The program also reflects increasing policy emphasis on empowering residential consumers to participate directly in the energy transition.


The scheme is implemented under the national Solar ATAP (Solar Accelerated Transition Action Programme) framework, which requires systems to be fully installed and operationally connected to the national grid operated by Tenaga Nasional Berhad (TNB) before rebates can be disbursed. This ensures that only grid-integrated, functional systems are eligible for incentives.


Authorities have indicated that the program could benefit approximately 45,000 to 50,000 households, depending on installation uptake and the speed at which the allocation cap is reached. The program is structured on a first-come, first-served basis, with applications opening on 1 June 2026 and requiring all eligible systems to be fully commissioned by 31 December 2026, subject to available funding and capacity limits.


In addition to new installations, previously completed residential solar systems under the Solar ATAP framework may also be eligible for the rebate, subject to verification and regulatory approval. However, each eligible household is limited to a single claim, reinforcing strict anti-abuse and non-speculative participation rules.


The program will be jointly overseen by the Sustainable Energy Development Authority (SEDA) and Tenaga Nasional Berhad, ensuring compliance in both technical and administrative processes. Regulators have also emphasized strict enforcement measures against fraudulent applications, including potential disqualification from future national incentive schemes.


The launch comes as Malaysia continues to expand its renewable energy ambitions, with rooftop solar increasingly viewed as a key component in balancing rising electricity demand, improving energy security, and reducing reliance on centralized generation assets. Distributed solar adoption is expected to play a growing role in shaping the country’s future energy mix.
