Masdar and Luxcara Form €5 Billion Partnership for BESS and Wind Projects in Germany
UAE state-owned renewable energy company Masdar and German clean energy asset manager Luxcara have signed a Memorandum of Understanding (MoU) to explore more than €5 billion (US$5.77 billion) of investment in battery energy storage systems (BESS), offshore wind and other clean energy technologies, beginning with projects in Germany.
The partnership was announced on September 11 during a UAE state visit to Germany.
Masdar CEO Mohamed Jameel Al Ramahi described Germany and Europe as an important strategic market for the company, highlighting its established track record in offshore wind and other renewable energy technologies.

Luxcara Managing Partner Alexandra von Bernstorff said the partnership could bring significant investment into Germany’s offshore wind and battery storage sectors.
Founded in 2009, Luxcara acquires, structures, finances and operates energy projects across Europe. The company currently invests across 12 European countries and covers the broader energy transition value chain, including renewable generation, energy integration and storage.
In Germany, Luxcara is involved in a 520MW/1,040MWh BESS project near Dortmund, which forms part of a planned 900MW/1,800MWh battery park in Waltrop, North Rhine-Westphalia. The project received key infrastructure approvals in July and is expected to begin construction in autumn 2026, with commissioning planned for 2028.
Masdar has an operating renewable energy portfolio of more than 65GW across multiple technologies and is also expanding its presence in the energy storage sector.
In Germany, Masdar previously partnered with RWE to establish a joint venture targeting 1GW of BESS investments. The company is also developing large-scale battery storage projects in other European markets, including the UK.
The new partnership with Luxcara further strengthens Masdar’s position in Germany’s energy transition market and reflects growing investor interest in large-scale battery storage, offshore wind and flexible energy infrastructure.
