Philippines Eases Rooftop Solar Rules to Accelerate Clean Energy Adoption

MANILA — The Philippine government has introduced new rules to streamline the installation of self-use rooftop solar systems, removing regulatory barriers for households, medical facilities and small businesses as the country seeks to accelerate clean energy adoption.
Under Department Circular No. DC2026-08-0017 issued by the Department of Energy (DOE), consumers can generate solar power for their own use without exporting excess electricity to the distribution grid.
The new policy creates two categories of rooftop solar systems: Micro-Solar Systems (MSS), covering plug-and-play installations of up to 1 kilowatt, and Self-Generating Facility Zero-Export Solar Systems (SGF ZESS), designed for larger residential and facility installations equipped with grid-safeguard controls.
Micro-solar installations will no longer require a building permit or a Certificate of Compliance from the Energy Regulatory Commission. Instead, consumers will only need to notify their local distribution utility. For qualifying SGF ZESS installations in residences, clinics and hospitals, the Certificate of Compliance requirement will also be waived.
The new rules also require distribution utilities to eliminate pre-installation clearances, technical permits and inspection charges. Consumers using existing analog meters will be given a 12-month transition period, allowing them to operate their solar systems while waiting for scheduled meter upgrades.
The DOE said the policy is aimed at lowering the cost and administrative burden of rooftop solar adoption. The government is targeting a renewable energy share of 35% in its power generation mix by 2030 and 50% by 2040, compared with around 25% currently.
Energy advocates, however, said further measures such as lower taxes on rooftop solar equipment and accessible financing options could be needed to make solar power more affordable for households.
The Philippines continues to face relatively high electricity costs in Southeast Asia, while power outages remain a concern during the hot and dry months.
