The CRE publishes the specifications of the call for tenders for photovoltaic installations on buildings or shade structures with a power greater than 100 kWp and less than 500 kWp

The CRE is publishing today the specifications for the new call for tenders for photovoltaic installations on buildings or shade structures with a power output of between 100 kWp and 500 kWp, known as the "simplified call for tenders" or "AOS", as well as its deliberation providing an opinion on this text, issued on July 29, 2025.

The submission of applications for the first period of the call for tenders is scheduled from September 22, 2025 to October 2, 2025.


As enacted by Article 1 of the decree of March 26, 2025 amending the decree of October 6, 2021, this call for tenders procedure replaces the support provided for in the tariff decree known as "AT S21 Bâtiment" for installations in the targeted power segment. The CRE is in favor of the draft specifications of the AOS, which will allow optimized development of the 100-500 kWp power segment of photovoltaics on buildings.

The CRE welcomes the introduction of a simplified review process for this segment of low-power installations. This simplification goes hand in hand with a significant strengthening of controls by the approved bodies responsible for issuing certificates of conformity. Due to the likely high number of applications to be reviewed, the CRE recommends, for future periods, setting a longer time limit for its review, namely five weeks.


The CRE notes the volume of 192 MWp called for in the first period of the call for tenders, which marks a significant decrease in future development compared to the rate observed until now. This decrease is consistent with the context of significant exceedance of the targets set in recent years.


It also considers it necessary to quickly provide visibility to project leaders on the volume called for in the coming periods, for the determination of which the CRE is in favor of the principle of a multi-year smoothing of the advance noted in 2025 via the AT S21 Building. The volumes called for in the future will have to take into account:

  • the completion of contract requests submitted in recent months through the open window,  

  • the objectives of the future PPE3 and

  • subscription levels for the next periods of the AOS and AO PV Bâtiment calls for tender in order to decide on possible transfers of volumes from the PV Bâtiment call for tender to the AOS and, where appropriate, to limit any potential threshold effects between these systems.


The CRE believes that this reduction in the volumes called for should lead to a competitive call for tenders (especially if, as it recommends, the number of periods is subsequently reduced to four in 2026). In this context and in accordance with its deliberation on the specifications, the CRE recommends, for the next periods, to keep the ceiling price confidential and considers it necessary in any event to carry out feedback at the end of the first period.
