Why Vietnam’s DPPA + BESS Push Could Reshape How Manufacturers Buy Green Electricity

Aug 20
3 min read

Vietnam is moving to expand corporate access to renewable electricity as a series of policy reforms strengthens the framework for direct power purchase agreements (DPPAs) and battery energy storage systems (BESS).

The policy direction is closely linked to Politburo Resolution No. 70-NQ/TW, issued in August 2025, which calls for sufficient energy supply to support economic growth, expanded renewable energy development, diversified energy sources and a more modern, transparent and efficient electricity market.

For manufacturers and other large electricity users, the combination of DPPAs and BESS is increasingly emerging as a potential route to secure more stable green electricity while managing energy costs and improving competitiveness.

DPPA + BESS: From Green Power Procurement to Energy Management

DPPAs provide companies with a mechanism to access renewable electricity, while BESS can add flexibility by storing electricity and supporting consumption when required.

Experts cited by Vietnam News Agency view BESS as an increasingly important component of modern energy infrastructure, with applications including:

  • Grid stability

  • Renewable energy utilisation

  • Frequency and voltage regulation

  • Supply reliability

  • Corporate energy cost management

This makes BESS more than simply a storage technology for businesses. It can become part of a broader energy management strategy, particularly for manufacturers seeking to reduce the risk of power disruptions and improve long-term operating efficiency.

Vietnam Targets 10–16 GW of Battery Storage

According to the experts cited in the report, Power Development Plan VIII targets approximately 10–16 GW of battery storage capacity.

Early deployment is expected to focus on northern Vietnam, where electricity demand is growing, while Ho Chi Minh City and southern provinces have already been experimenting with energy storage applications.

The increasing deployment of BESS is also expected to support the integration of higher volumes of solar and wind power while providing additional grid services.

Vietnam Is Building a Broader DPPA Ecosystem

Vietnam's policy framework for corporate renewable electricity procurement is continuing to evolve.

On June 26, 2026, the government issued a decree amending and supplementing regulations covering the DPPA mechanism and rooftop solar for self-production and self-consumption.

The development follows a National Assembly resolution adopted on December 11, 2025, which established mechanisms and policies for national energy development during the 2026–2030 period.

Together, these measures are intended to support the country's energy transition, develop a more competitive electricity market and attract investment into the energy sector.

What Still Needs to Be Built?

Industry representatives argue that DPPAs and BESS will only reach their full potential if Vietnam develops a more coherent supporting ecosystem.

Key areas highlighted include:

1. Transparent grid-use and system-service tariffs

Companies need greater visibility over the costs associated with using the electricity network and related system services.

2. Standardised DPPA contracts

Standard contract structures aligned with international practices could make renewable power procurement easier for corporate buyers.

3. Stronger metering and payment systems

More robust infrastructure will be needed to accurately measure renewable generation, electricity consumption and financial settlements.

4. Renewable energy certification

A stronger certification framework would help companies demonstrate the renewable origin of electricity purchased through the market.

5. Transmission investment

Grid infrastructure will need to expand alongside renewable generation and corporate electricity demand.

The Bigger Market Signal

The combination of DPPA + rooftop solar + BESS points toward a broader transformation in Vietnam's corporate energy market.

Rather than relying solely on electricity supplied through the traditional utility model, large electricity consumers could increasingly have access to a more diversified portfolio of:

Grid electricity + renewable PPAs + rooftop solar + BESS

For multinational manufacturers operating in Vietnam, this could become increasingly relevant as companies face growing pressure to secure renewable electricity and meet corporate sustainability commitments.

The next stage of Vietnam's energy transition may therefore depend not only on how much renewable capacity the country builds, but also on how efficiently companies can access, store, manage and certify that renewable electricity.
