From Reserve Market Revenues to Energy Arbitrage: How the Philippines’ Evolving Power Market Is Reshaping BESS Investment Strategies

The Philippines’ battery energy storage market is entering a new phase as renewable energy expansion and changing electricity market dynamics reshape project revenue opportunities. While reserve services are expected to provide the primary source of income for newly commissioned battery energy storage systems (BESS), energy arbitrage is projected to play a growing role in long-term project economics.

According to Aurora Energy Research, standalone BESS projects entering operation in the Philippines in 2027 could generate approximately 80%–90% of their revenue from reserve markets during their first one to five years of operation. Over the remaining lifetime of these assets, however, revenue is expected to gradually shift toward energy arbitrage in the Wholesale Electricity Spot Market (WESM).

Reserve services allow battery operators to provide standby capacity that helps maintain grid stability and respond to fluctuations in electricity supply and demand. Batteries are particularly suitable for these services because they can respond rapidly to changes in grid conditions.

Energy arbitrage, by comparison, involves charging batteries when electricity prices are low and discharging stored power when prices rise. As renewable energy capacity expands, greater fluctuations in electricity prices could create additional opportunities for battery operators to capture value from price differences throughout the day.

Renewable Energy Policies Accelerate Storage Deployment

Policy developments are also strengthening the outlook for the Philippine BESS market. A Department of Energy (DOE) circular issued in February 2026 requires new variable renewable energy projects with capacities of 10 MW or more to include energy storage equivalent to at least 20% of their installed capacity.

The requirement is intended to improve the flexibility and reliability of renewable power generation as the country works toward its target of sourcing 50% of electricity from renewable energy by 2040.

Large-scale projects are already demonstrating the growing integration of solar and battery storage. In September 2026, ACEN secured PHP 9 billion in financing for renewable energy projects, including a 500 MW/1,000 MWh battery energy storage system at its 585 MW SanMar solar facility in Zambales.

Meanwhile, the Meralco Terra Solar project is designed to combine 3.5 GWp of solar capacity with 4.5 GWh of battery storage, highlighting the scale of investment emerging in the country's solar-plus-storage sector.

Market Rules and Grid Constraints Remain Key Challenges

Despite the growth potential, the commercial viability of BESS projects will depend on more than installed capacity. Electricity price volatility, battery duration, project location, grid congestion and regulatory conditions will all influence investment returns.

Regional differences are particularly important. In the Visayas, for example, transmission constraints between islands can limit the ability of battery systems in one location to provide reserve services to another. This means that the geographical distribution of storage capacity will influence how quickly reserve markets become saturated.

Regulatory restrictions also affect revenue opportunities. According to research cited by Aurora, current Philippine market rules do not yet allow battery operators to combine reserve services with energy shifting, limiting the ability of projects to generate revenue from multiple market segments simultaneously.

For investors and developers, this makes accurate electricity price forecasting and detailed project-level financial modelling increasingly important. Battery sizing, connection points and future market conditions must all be assessed before investment decisions are made.

Long-Term Returns Will Depend on Market Adaptability

As the Philippines expands renewable energy generation and battery storage deployment, the revenue structure of BESS projects is expected to evolve. Reserve markets may offer attractive early-stage opportunities, while energy arbitrage could become increasingly important as electricity price volatility and renewable penetration grow.

For battery manufacturers, project developers and investors, understanding this transition will be essential to identifying commercially viable opportunities. Ultimately, the success of the Philippine storage market will depend not only on how much battery capacity is installed, but also on how effectively these assets participate in an evolving electricity market.
