Germany | New Rules Enable More Flexible Battery Storage and Bidirectional Charging

October 2, 2026 - Germany’s Federal Network Agency (Bundesnetzagentur) has approved new rules to improve the integration of electricity storage systems and charging points into the electricity market. The framework, known as MiSpeL (Market Integration of Electricity Storage Facilities and Charging Points), is designed to enable more flexible use of battery storage and bidirectional electric vehicle charging while supporting the integration of renewable energy.

Under the new rules, battery storage systems can store electricity from both renewable generation and the grid, subject to defined metering and accounting requirements, without automatically losing eligibility for renewable energy support on qualifying stored renewable electricity. The framework also introduces mechanisms to offset eligible electricity volumes fed back into the grid against electricity previously drawn from it, potentially reducing applicable network charges and levies.

The rules are expected to create new opportunities for energy storage operators, renewable energy developers, commercial and industrial consumers, and providers of bidirectional charging solutions. By allowing electricity to be consumed when market prices are low and fed back into the grid when prices are higher, storage assets can participate more flexibly in electricity markets and potentially improve their commercial returns.

MiSpeL establishes two approaches for accounting for electricity flows: a detailed separation method and a simplified flat-rate option. The simplified option is intended for households with solar PV systems of up to 30 kWp and generally requires only one meter. Its implementation remains subject to the relevant European Commission state-aid approval.

Grid operators and metering operators have a transition period until the end of September 2027 to implement the new framework. During this period, early application is possible with the agreement of the relevant operators.

The decision marks a significant regulatory step in Germany’s efforts to integrate battery storage, distributed renewable generation and bidirectional electric vehicles into a more flexible electricity system. Its practical impact will depend on implementation, metering arrangements and the development of viable market-based business models.
