Philippines’ Battery Storage Market Set for Shift from Reserve Services to Energy Arbitrage

The Philippines’ battery energy storage system (BESS) market is evolving as renewable energy deployment accelerates and opportunities for grid flexibility expand. According to Aurora Energy Research, battery storage revenue is expected to shift gradually from reserve services toward electricity price arbitrage over the lifetime of projects.
Aurora’s new Philippines Flexible Energy Forecast service provides half-hourly electricity price forecasts through 2060 for the Wholesale Electricity Spot Market (WESM), covering the Luzon, Visayas and Mindanao grids. The service also forecasts reserve market prices, helping investors and developers evaluate the commercial viability of standalone and solar-plus-storage projects.
For standalone battery systems entering operation in 2027, Aurora estimates that reserve markets could account for 80%–90% of revenue during the first one to five years, depending on location. Over the longer term, revenue is expected to shift toward energy arbitrage, in which batteries charge when electricity prices are low and discharge when prices rise.
Policy developments are also supporting market growth. A Department of Energy circular issued in February 2026 requires new variable renewable energy projects with capacities of 10 MW or more to include energy storage equivalent to at least 20% of their capacity.
Large-scale projects are already emerging. In September 2026, ACEN secured PHP 9 billion in financing for renewable energy projects, including a 500 MW/1,000 MWh battery storage system at its 585 MW solar PV site in Zambales.
However, project economics will depend on several factors, including electricity price volatility, battery duration, grid congestion, market regulations and the availability of multiple revenue streams. As the market develops, accurate price forecasting and careful project design will become increasingly important to securing investment and improving long-term returns.
