SEED Capital Assistance Facility (SCAF) Co-Finances 60.1 MW Solar Project in Tarlac, Philippines

The SEED Capital Assistance Facility (SCAF) has successfully co-financed the 60.1 MW solar project in Tarlac, Philippines, under its Support Line 2 initiative. This milestone project, developed in partnership with Sindicatum Renewable Energy Company Pte. Limited, is a significant step forward in the Philippines' clean energy transition.
Located in Pampanga Province, Luzon—approximately 110 kilometers north of Manila—the Tarlac solar project is one of the largest renewable energy projects in the region. The electricity generated by the facility is sold under a long-term Power Purchase Agreement (PPA) with Meralco, the Philippines' largest private sector electric distribution utility company.
As part of its support, SCAF provided a comprehensive range of services, including technical consultancy, civil and site preparation, permitting, and feasibility studies. These efforts were instrumental in the timely completion of permitting and the expedited financial closure of the project.
The Tarlac solar project achieved technical completion in July 2021 and was officially commissioned on 16 September 2021. The SCAF funding played a pivotal role in ensuring the project's swift progression, from initial feasibility assessments to the final stages of construction and operation.
The successful collaboration between SCAF and Sindicatum Renewable Energy demonstrates the growing potential for solar energy in the Philippines and reflects the commitment of all parties involved to advancing the country's renewable energy goals.
