10–16 GW of BESS: Could Vietnam’s DPPA Push Reshape Corporate Green Power?

Vietnam is strengthening the policy framework around Direct Power Purchase Agreements (DPPAs) and Battery Energy Storage Systems (BESS) as it seeks to expand corporate access to renewable electricity and build a more competitive power market.
At the centre of this transition is Resolution No. 70-NQ/TW, issued by Vietnam’s Politburo in August 2025. The resolution calls for expanded renewable energy, diversified energy sources and a more modern, transparent and efficient electricity market.
For manufacturers and other large electricity users, the combination of DPPA + BESS is increasingly emerging as a potential mechanism to secure renewable power while improving energy reliability and managing operating costs.

🔋 10–16 GW BESS Target
Vietnam's Power Development Plan VIII targets approximately:
10–16 GW of battery storage capacity
The North is being prioritised for early deployment as electricity demand continues to grow, while Ho Chi Minh City and southern provinces have already been experimenting with storage applications.
Beyond storing renewable electricity, BESS can also provide:
Frequency regulation
Voltage regulation
Grid flexibility
Renewable energy utilisation
Power supply reliability
For industrial users, this means BESS is increasingly being viewed as an energy management asset, rather than simply a backup technology.

Vietnam's policy framework for DPPAs is also continuing to evolve.
On June 26, 2026, the government issued a decree amending regulations covering the DPPA mechanism and rooftop solar for self-production and self-consumption.
The objective is to create a more flexible mechanism for companies to access renewable electricity while supporting the development of a competitive power market.

A stronger certification system would help companies verify the renewable origin of purchased electricity.

Grid infrastructure will need to expand alongside renewable generation and rising industrial electricity demand.
