UK Grants Development Consent for 1.5 GW Mona Offshore Wind Farm by EnBW and BP

The Mona offshore wind farm, a joint development by EnBW and BP, has officially received development consent from the UK Secretary of State for Energy Security and Net Zero, Ed Miliband.


Planned for the Irish Sea, the 1.5 GW Mona project marks the first offshore wind farm from the UK’s Round 4 leasing round to receive formal approval.


The consent process began with the submission of an application by Mona Offshore Wind Limited to the Planning Inspectorate on 22 February 2024, which was accepted for examination on 21 March 2024. Following a public consultation and a detailed review involving statutory bodies and stakeholders, final recommendations were issued to the Secretary of State on 16 April 2025.

“This approval follows a rigorous and comprehensive process, affirming the project’s readiness to deliver large-scale, lower-carbon energy that strengthens the UK’s energy security and supports a net zero future, while aiming to minimise environmental impact,” said Sarah Pirie, Programme Director at EnBW. “We will now advance supply chain engagement across multiple engineering and construction scopes.”

Before construction can commence, the project must still secure a marine licence from Natural Resources Wales (NRW).


The Mona wind farm may include up to 96 turbines and is projected to generate enough electricity to power over one million UK homes.

“As we proceed to review the Development Consent Order, we will continue to engage closely with stakeholders and local communities to support the successful delivery of the project and maximise its economic benefits for North Wales and the wider UK economy,” said Mark Hudson, Programme Director at BP.

Beyond Mona, the EnBW–BP joint venture is also developing the Morgan offshore wind project, also located in the Irish Sea. In May 2025, Fugro was awarded a contract to perform geotechnical surveys at both project sites. Each of these offshore wind farms is expected to deliver 1.5 GW of installed capacity.
