BESS Drives Down Prices in Moldova’s Wind Tender

Moldova has received financial proposals for a combined 179 MW of onshore wind capacity and 162.5 MWh of battery energy storage systems (BESS) as part of its second renewable energy auction focused on wind power projects integrated with energy storage facilities. The latest tender has attracted significant interest from investors, highlighting the growing momentum behind Moldova’s efforts to expand renewable generation capacity while strengthening grid flexibility through battery storage solutions.

According to the country’s Energy Ministry, a total of seven financial bids were submitted by four renewable energy developers during the competitive procurement process. The participating companies are competing for the development of onshore wind projects with a combined capacity of up to 170 MW, with each selected project required to include a co-located battery energy storage system with a minimum capacity of 44 MWh.
The auction represents another step in Moldova’s strategy to accelerate renewable energy deployment and enhance the reliability of its electricity system by pairing variable wind generation with energy storage technology. By requiring BESS integration alongside wind projects, the tender aims to improve grid stability, optimize renewable energy utilization, and reduce challenges associated with intermittent power generation.
The weighted average price of eligible bids submitted in the tender reached MDL 1.2467 per kWh (approximately USD 0.7116/kWh or EUR 0.6169/kWh), representing a 13% reduction compared with the maximum tariff ceiling of MDL 1.4400/kWh established by Moldova’s National Agency for Energy Regulation (ANRE).
The average offered price also marks a decline compared with the previous renewable energy auction held in 2025, when the weighted average price for similar wind projects stood at MDL 1.3280/kWh. The latest results indicate increased competitiveness among developers, supported by strong investor participation and growing confidence in Moldova’s renewable energy market.
Among the submitted proposals, the lowest bid reached MDL 1.2398/kWh, while the highest eligible offer was recorded at MDL 1.2528/kWh. The relatively narrow price range between the lowest and highest bids reflects the competitive nature of the tender and suggests that participating developers submitted offers based on similar market expectations and cost assumptions.
The outcome of the auction is expected to contribute to Moldova’s renewable energy expansion targets while encouraging further investment in hybrid renewable energy projects that combine wind generation with battery storage capacity.
